Park Board Meeting
May 4, 2026 · 07:30 pm
Summary
- Tree Inspection Policy: Board adopted a new policy replacing the 1993 version, expanding coverage to all city-owned trees including civic, laneway, and inaccessible trees. Policy introduces risk-based inspection cycles (every 10 years for low-risk trees, as few as five business days response for extreme-risk trees) using ISA and TRAC assessment methods. Eight members of the public spoke, most in opposition, raising concerns about weakened inspection standards, inappropriate use of TRAC in forested areas, outsourcing risks, and potential harm to Stanley Park's tree canopy. Carried 5–1.
- Honouring Charlie Cuzzetto: Motion directing staff to report back on options to commemorate longtime parks employee and soccer/futsal volunteer Charlie Cuzzetto at Beaconsfield Park, potentially including naming recognition, passed unanimously. Cuzzetto's brother Joe and family were present; rules were suspended to allow Joe to address the board.
- Beach parking fee motions: Two motions, one calling for an urgent review of parking fees at Jericho, Locarno, and Spanish Banks, and one specifically to reduce Spanish Banks parking fees, were both ruled out of order. The chair ruled that commissioners who voted against the November 2025 fees-and-charges decision cannot move to reconsider it; only those who voted in favour may bring a reconsideration motion. A challenge to the chair's ruling on the first motion was defeated 3–3. Significant procedural dispute followed, with temporary transfer of the chair.
- Stanley Park bus route update (GM report): TransLink planning a new seasonal bus route connecting Waterfront Station to Stanley Park via Stanley Park Drive, targeting 2027 launch. Public engagement opens May 11 with an online survey and a May 23 pop-up event.
- Park trails accessibility pilot (GM report): Accessibility audits underway at Stanley Park, Queen Elizabeth Park, John Hendry Park, and New Brighton Park in partnership with Access Now; interactive accessibility maps to be integrated into a global digital platform ahead of summer.
- Notice of motion: Commissioner Jensen gave notice of a future motion recognizing Jim Clive and Howard Kelsey for contributions to sport and community at Kitsilano Beach Park.

Motions
Adopt Tree Inspection Policy
Carried Details
- Proposed adopting a new citywide Tree Inspection Policy to replace the 1993 policy.
- Expands scope from park, street, and park forest trees to also include civic trees (city-owned properties), laneway/alley trees, and inaccessible trees.
- Introduces risk-based inspection cycles using ISA and TRAC assessment standards, replacing a prescriptive one-seventh annual pruning approach with tiered response times based on assessed risk level.
- Implementation responsibility consolidated under Urban Forestry; policy to take effect January 1, 2027, with Urban Forest Management Standards to follow in 2027.
- Public speakers largely opposed, raising concerns that: TRAC is not WorkSafe BC-compliant for forested areas with native trees (Wildlife Dangerous Tree Assessors course argued to be the correct standard); the policy treats TRAC levels as standalone methods rather than a tiered filtering system; level three aerial inspections are being removed; and the approach favours outsourcing over in-house unionized staff.
- Staff responded that WorkSafe BC authorizes TRAC for urban settings, level one assessments do not automatically lead to removal, and the 10-year cycle is fully funded without new budget requests.
- Commissioner Haer voted against, citing concerns about inadequate independent assessment and risk to Stanley Park's forest canopy.
Honour Charlie Cuzzetto Beaconsfield Park
Beaconsfield Park Carried Details
- Directs staff to report back with options to commemorate Charlie Cuzzetto in connection with the Beaconsfield Park project, including possible naming of the new turf field, consistent with park board naming policies.
- Charlie Cuzzetto is a retired Vancouver Park Board recreation facility manager (retired 2011) and more than 50-year volunteer in soccer and futsal locally, nationally, and internationally, having traveled to 49 countries in a volunteer capacity.
- Motion brought forward given Cuzzetto's current serious health challenges, with the intent to recognize him during his lifetime.
- Cuzzetto himself indicated he would prefer the Beaconsfield name be retained for the field; staff invited to explore other forms of recognition at the site.
- Commissioner Christensen noted the forthcoming Park Board commemoration framework and flagged that park naming should better reflect the diversity of Vancouver communities.
Urgent Review Beach Parking Fees
Jericho Beach, Locarno Beach, Spanish Banks Out of Order Details
- Proposed an urgent review of beach parking fees at Jericho, Locarno, and Spanish Banks on grounds of affordability and accessibility.
- Ruled out of order on the basis that the commissioner moving it voted against the November 24, 2025 fees-and-charges decision; under the procedure bylaw, only a commissioner who voted on the prevailing side may move reconsideration.
Reduce Spanish Banks Parking Fees
Spanish Banks Out of Order Details
- Proposed reducing parking fees specifically at Spanish Banks for 2026.
- Also ruled out of order; Commissioner Digby, who moved it after surrendering the chair, had voted against the November 2025 fees-and-charges motion and was therefore ineligible to bring reconsideration.
- Chair clarified for the record that the four commissioners who voted in favour of the November 2025 fees and charges (and who would be eligible to move reconsideration) were Commissioners Howard, Haer, Virdi, and Christensen.
