CD-1 Rezoning 8427-8483 Cambie Street

Motion 45 · Council Meeting, July 29, 2026

On Consent Location 8427-8483 Cambie Street Watch recording

Summary

  • A 37-storey mixed-use building is proposed at 8427–8483 Cambie Street, located just south of the Southwest Marine Drive and Cambie Street intersection, directly across from the Marine Drive SkyTrain Station and Marine Gateway development.
  • The development would include 330 strata-titled residential units, approximately 55 social housing units (roughly 17% of residential floor area), and approximately 900 sq. m of ground-floor commercial space, with five levels of underground parking.
  • The site would be rezoned from RT-2 (low-density residential) to CD-1, with density rising from 0.75 FSR to 7.9 FSR and height increasing from 9.2 m to 116 m (381 ft.).
  • The proposal is assessed under the Marine Landing Policy Updates (2021), which provide a more permissive framework than the Transit-Oriented Area policy; the site is specifically identified in that policy as expected to deliver affordable housing.
  • The surrounding neighbourhood is undergoing significant transformation, with a mix of older single-detached homes, industrial lands, and newer high-rise residential buildings concentrated near the Marine Drive intersection.
  • The General Manager of Planning, Urban Design and Sustainability recommends approval in principle, subject to conditions including a Housing Agreement to secure the social housing units.

Hi.

Go right ahead.

Okay. Thank you. My name is Andrew Tong. I'm the owner's representative for the Robert Lee family. We've worked with staff on this project to deliver a residential tower directly across from the Marine Gateway Skytrain. And we just want to thank the planning and city staff, Joshua, Templer, Armin, Oscar, Dan Garrison, and Casey Peters, and other staff who have helped, and we've worked collaboratively with them. first through their innovative pilot project letter inquiry process and then the rezoning application. And so our project team is available online and to answer any of your questions.

Okay, thanks very much. Council members, you have up to five minutes to ask any questions of team members and the applicant. Are there any questions? Councillor Orr.

Thank you. Yeah, similar to the previous sort of sites that we talked about on Canby, this is a growing area and, you know, it's a big development. I just want a little bit of clarity around... Reducing the amount of units, you know, that it doesn't sort of fit the 20%. It's actually only 17%. Just walk me through sort of some of those difficulties to delivering the full 20% in terms of social housing delivery, I guess. And yeah, I really just want some more sort of insight into the 17% versus 20%.

I could take that question or...

Yeah, either or.

Okay, so maybe I'll start, and if staff have further comments. So we did do an extensive review with real estate finance and planning, which confirmed that the project was not financially viable at 20% social housing. Even under the current conditions, neither 17% or 20% is financially viable. 17% was proposed as a better fit for the design floor plate so that we could stay within the five-story podium. However, marketing conditions, including construction costs, need to improve before the project is actually financially viable.

Okay, staff, if you have anything to... This is kind of the same.

Clerk 11:24:54

I want to second the comment from the applicant here and also offer the floor to anybody of my other team members if they want to speak. Thank you. That's not my question.

Thanks very much. Okay. Seeing no. Yeah. Move by and seconded by Councillor Bligh. Okay. Sorry. Councillor.

All right.

Okay. Here we go. Take us to the voting panel, please, clerk. Okay, so that passes unanimously. All right. CD1, we're going to report 19 now. CD1 rezoning 2345 to 2349 Main Street. Before we begin this agenda item, if anyone believes they have a conflict of interest, now is the time to declare it. Does anyone have a conflict of interest to disclose? This item has a presentation. We have team members to present this item. So unless council does not want to see the presentation. We've got a mover. Do I have a seconder? Second. Okay. All those in favor? Any opposed? Okay. I guess that carries. All right. So we would ask the applicant if they are here and they would like to make any comments about their application.

The applicant, you're welcome to come and speak to council if you have any comments to make.
