CD-1 Rezonings 1795 West Broadway and 1368-1398 West Broadway

Summary
- Two non-contiguous sites in the Fairview neighbourhood along West Broadway are proposed for rezoning together as a linked, all-or-nothing package by Concord Pacific.
- The Burrard Street site (1795 West Broadway, currently a gas station) would become a 33-storey mixed-use building with 263 strata residential units and ground-floor commercial space, reaching 111 m (364 ft.) with an FSR of 14.6.
- The Hemlock Street site (1368-1398 West Broadway) would become a 38-storey mixed-use building with 197 strata residential units, 257 hotel rooms, and a dedicated seniors' centre on the third floor, reaching 132 m (433 ft.) with an FSR of 13.4.
- The seniors' centre is provided as an in-kind community amenity contribution; because it is only financially viable when the density of both sites is combined, staff structured the two rezonings to proceed together.
- Both sites are near future Broadway SkyTrain stations (Arbutus Station ~600 m from the Burrard site; Granville Station ~250 m from the Hemlock site) and are consistent with the Broadway Plan and Vancouver Official Development Plan.
- Staff recommend approval in principle for both rezonings simultaneously, with the two CD-1 By-laws to be enacted together under a single omnibus by-law.
