Summary

The application proposes rezoning nine parcels at the northeast corner of West 2nd Avenue and Vine Street in Kitsilano from R3-3 to R5-4 (Residential) District.
The development would allow a mixed-use high-rise residential building of up to 26 storeys containing approximately 233 rental units, with 20% of residential floor area designated as below-market rental (BMR).
The site currently contains a three-storey and a nine-storey rental apartment building with a combined 62 rental units, which would be replaced by the new development.
The application is consistent with the Vancouver Official Development Plan's Residential High-Rise 1 designation and falls within the Broadway Plan's Kitsilano North – Area B sub-area; the future Arbutus SkyTrain Station is approximately 900 metres away.
Rather than a site-specific CD-1 rezoning, the application uses a "rezoning-to-district" approach with standardized R5-4 district schedules introduced by Council in October 2025 to streamline Broadway Plan rezonings; a site-specific process is required here to administer applicable tower limit policies.
A Housing Agreement will be required to secure the below-market rental units, and a detailed building design will be submitted at the development permit stage with public notification at that time.
