Summary

Council voted to waive the staff presentation for the CD-1 rezoning application at 5229–5249 Ash Street, allowing the item to proceed directly to a decision.
The site consists of two parcels on the west side of Ash Street between 35th and 37th Avenues, currently occupied by two older single-family homes with two rental tenancies.
The proposal is to rezone from R1-1 to CD-1 to allow a six-storey, 63-unit purpose-built rental building, increasing density from 0.70 FSR to 3.06 FSR and height from 11.5 m to 21.4 m.
The application is consistent with the Vancouver Official Development Plan and the Cambie Corridor Plan, which permits up to six storeys and up to 2.5 FSR in this area; the modest density increase above 2.5 FSR is supported by staff based on urban design merits.
The site is also within Tier 3 of the Transit-Oriented Areas policy, and surrounding properties are eligible for up to eight storeys and 3.0 FSR under TOA policies.
Twenty-three trees are proposed for removal with approximately 18 new trees planned as replacements; no Urban Design Panel review was required given the modest project scale.
