Item 2 Second Round of Questions

Motion 2 · Public Hearing, February 19, 2026

Carried Location 2028-2038 Barclay Street Moved by Mike Klassen Watch recording

Summary

  • Marcon Barclay Properties Ltd. proposes to rezone 2028-2038 Barclay Street in the West End from RM-5B (Residential) to CD-1 (Comprehensive Development) to allow a 25-storey hotel building with 248 hotel units, a ground-floor restaurant, and a rooftop lounge with bar.
  • The proposal would significantly increase density, raising the maximum floor space ratio (FSR) from 2.75 to 11.84 and building height from 58 m (190 ft.) to 83 m (272 ft.).
  • The site currently holds a four-storey boutique hotel built in 1959, and the application is being considered under the Hotel Development Policy, which allows rezoning on existing hotel sites on a case-by-case basis.
  • The proposal does not fully align with the West End Community Plan, which designates the West of Denman character area for minimal change and limits density increases to sites providing 100% social housing; however, it is supported under the Hotel Development Policy as it expands hotel supply without reducing housing capacity.
  • Staff from the General Manager of Planning, Urban Design and Sustainability recommended approval in principle, subject to conditions, and the item was referred to a Public Hearing for further consideration.
