Summary

• Council authorized staff to negotiate and enter into a contract with Sperling Hansen Associates Inc. to provide engineering design and construction administration services for the closure of Phase 5 of the Vancouver Landfill.
• The contract covers a five-year initial term (with up to three one-year extensions, for a maximum of eight years) at an estimated value of $2,441,570.30 plus taxes, funded through the approved multi-year capital budget for Vancouver Landfill Closure.
• The Vancouver Landfill's provincial Operational Certificate requires final cover to be constructed no later than one year after garbage placement ends; Phase 5 South is projected to complete filling in 2024 and Phase 5 North in 2027, with closure construction scheduled during dry summer periods.
• Progressive closure of each phase minimizes environmental impact by maximizing landfill gas capture and reducing leachate generation from areas no longer receiving waste.
• Two firms responded to the Request for Proposals; Sperling Hansen Associates Inc. was selected by the evaluation team and Bid Committee as providing the best overall value based on criteria including key personnel, work plan, quality management, and sustainability.
