Motions

Community Sport Event Grants Spring 2023

On Consent Details
Vote 11 0
  • $74,300 approved for 15 community sport event grants (spring 2023 intake) to non-profit organizations hosting local and regional sporting events in Vancouver, funded from the 2023 Vancouver Community Sport Hosting Program Budget.
  • Grant recipients include events in tennis, squash, basketball, canoe racing, and running, with participant counts ranging from 90 to 700.
  • Grants require recipients to agree to program terms and conditions; no legal rights arise until grant agreements are signed.

FCM UBCM LMLGA Membership Fees 2023–2024

On Consent Details
Vote 11 0
  • Council approved annual membership fees totalling approximately $221,477 for three municipal associations: the Federation of Canadian Municipalities (FCM), the Union of British Columbia Municipalities (UBCM), and the Lower Mainland Local Government Association (LMLGA).
  • FCM ($152,677.12) advocates for municipalities at the federal level and has represented local governments across Canada since 1901; UBCM ($61,300) has represented BC local governments since 1905; LMLGA ($7,500) serves approximately 33 Lower Mainland local governments.
  • The FCM fee reflects a 12% increase over 2022, driven by a 3.5% annual escalator approved by its Board of Directors and an update to population figures using the 2021 census (662,248 residents) versus the previously used 2016 census.
  • UBCM fees are calculated using BC Stats population estimates of 706,012 (December 2022), up from the $56,405.78 paid in 2022; LMLGA fees represent a less than 5% increase from the $7,146 paid in the prior term.
  • Funding comes from the City's 2023 Operating Budget; because these are grants to municipal associations, approval required a two-thirds majority (eight affirmative votes) under the Vancouver Charter.

Landfill Design Consultant Contract Award

On Consent Details
Vote 11 0
  • Council authorized staff to negotiate and enter into a contract with Sperling Hansen Associates Inc. to provide engineering design and construction administration services for the closure of Phase 5 of the Vancouver Landfill.
  • The contract covers a five-year initial term (with up to three one-year extensions, for a maximum of eight years) at an estimated value of $2,441,570.30 plus taxes, funded through the approved multi-year capital budget for Vancouver Landfill Closure.
  • The Vancouver Landfill's provincial Operational Certificate requires final cover to be constructed no later than one year after garbage placement ends; Phase 5 South is projected to complete filling in 2024 and Phase 5 North in 2027, with closure construction scheduled during dry summer periods.
  • Progressive closure of each phase minimizes environmental impact by maximizing landfill gas capture and reducing leachate generation from areas no longer receiving waste.
  • Two firms responded to the Request for Proposals; Sperling Hansen Associates Inc. was selected by the evaluation team and Bid Committee as providing the best overall value based on criteria including key personnel, work plan, quality management, and sustainability.

Sewer Separation West 54th Avenue Contract

West 54th Avenue (Cambie Street to Neal Street)
On Consent Details
Vote 11 0
  • Council authorized a six-month contract with BD Hall Constructors Corp. to separate the combined sewer system on West 54th Avenue between Cambie Street and Neal Street, at a cost of $6,622,000 plus taxes.
  • The project involves replacing approximately 413 metres of existing combined sewer with separate sanitary and storm sewer mains, restoring pavement, and installing four bio-retention bulges to capture, infiltrate, and clean polluted roadway runoff.
  • The work is part of the Cambie Corridor Utilities Servicing Plan, which was established after the 2018 Cambie Corridor Plan projected more than 50,000 new residents and 9,000 new jobs in the area by 2041, requiring significant utility upgrades.
  • Funding comes from the City-wide Utility Development Cost Levy (UDCL) Growth Related Utility Upgrades – Sewer program, which was created specifically to fund neighbourhood-scale infrastructure driven by growth.
  • Three prequalified contractors submitted bids; BD Hall Constructors Corp. submitted the lowest compliant tender at $6,622,000, compared to $7,109,800 and $8,195,060.50 from the other two bidders.

Referral – CD-1 Rezoning 4065 Victoria Drive

4065 Victoria Drive
On Consent Details
Vote 11 0
  • The Association of Neighbourhood Houses of BC is applying to rezone 4065 Victoria Drive (Cedar Cottage Neighbourhood House) from RS-1A (single-family residential) to CD-1 (Comprehensive Development) to allow a three-storey replacement and expansion of the existing community facility.
  • The proposed building would increase the floor space ratio from 0.60 to 1.41 and raise the maximum building height from 10.7 m (35 ft.) to 13.9 m (46 ft.), with a total floor area of approximately 1,934 sq. m.
  • The new facility would include a 37-space childcare centre with indoor and outdoor play areas, an adult daycare with a commercial kitchen, multi-purpose community spaces, and administrative offices — all owned and operated by the Neighbourhood House.
  • The site is located near the intersection of Victoria Drive and East 25th Avenue in the Kensington-Cedar Cottage neighbourhood, close to Brewers Park, Lord Selkirk Elementary, and Trout Lake Community Centre.
  • The proposal is consistent with the Kensington-Cedar Cottage Community Vision (1998), which supports rezoning for non-profit institutional uses, and aligns with the Vancouver Plan and the City's 2022 Childcare Strategy.
  • City staff recommend referring the application to a Public Hearing with a recommendation to approve in principle, subject to conditions outlined in Appendix B.

Referral – CD-1 Rezoning 1045 Burnaby Street

1045 Burnaby Street
On Consent Details
  • Rezoning application for 1045 Burnaby Street referred to public hearing; proposal to rezone from RM-5A to CD-1 to allow a 16-storey, 170-unit 100% secured rental building with 133 market and 37 below-market rental units in the West End.

Referral – Rezoning 2126 West 34th Avenue et al.

2126 West 34th Avenue, 5025 Arbutus Street, 2109-2129 West 35th Avenue
On Consent Details
  • Intracorp Homes, on behalf of Ravine Park Development Nominee Inc., is applying to rezone four parcels at 2126 West 34th Avenue, 5025 Arbutus Street, and 2109–2129 West 35th Avenue from RS-5 (single-family residential) to RR-2B (Residential Rental) to allow a five-storey purpose-built market rental building.
  • The combined site area is approximately 3,957 sq. m (42,596 sq. ft.) and currently contains three single-detached homes built in the 1920s; two existing rental tenants on the properties are eligible for protection under the City's Tenant Relocation and Protection Policy.
  • The proposal falls under Vancouver's Secured Rental Policy (SRP), which encourages new purpose-built rental housing in low-density areas near transit and local shopping, and the site meets the SRP's locational eligibility criteria as it fronts an arterial street.
  • A Housing Agreement By-law will be required prior to enactment of the rezoning by-law to secure the rental tenure of the new building long-term.
  • The detailed building design has not yet been finalized and will be reviewed through the development permit process, which includes public review at that stage.
  • City staff have assessed the application as meeting the intent of the SRP and recommend referring it to a Public Hearing with a recommendation to approve in principle, subject to conditions in Appendix B.
