Refer CD-1 Rezoning 1925 Southeast Marine Drive
Motion 21 · Council Meeting, January 17, 2023
Summary
- A rezoning application for 1925 Southeast Marine Drive proposes to rezone the site from RS-1B (Residential) to CD-1 (Comprehensive Development) District, increasing the allowable floor space ratio from 0.70 to 2.04 and building height from 10.7 m to 25.0 m.
- The proposal would allow a six-storey modular residential building containing 72 deeply affordable social housing units, with 100% of units secured at the shelter component of income assistance and supported by on-site and in-reach services.
- The project is part of a Memorandum of Understanding between BC Housing, CMHC, and the City of Vancouver under the Permanent Supportive Housing Initiative, which aims to deliver at least 300 new permanent supportive housing units on City-owned sites.
- The City-owned site is located at the corner of Southeast Marine Drive and Beatrice Street in the Victoria-Fraserview/Killarney area, close to transit, parks, and cycling routes.
- Staff assess the proposal as consistent with the Housing Vancouver Strategy, the Vancouver Plan, and the City's commitments to equity and reconciliation, and recommend referral to a Public Hearing with a recommendation to approve in principle.
- A Housing Agreement By-law would also be required prior to enactment of the CD-1 By-law to secure the affordability and support service commitments.
