Summary

  • Directed staff to bring forward recommendations to enable non-profit, co-op, and social housing developments of up to 12 storeys in RM-3A, RM-4, and RM-4N zones without requiring a full rezoning public hearing process.
  • Motion noted that rezoning currently adds $500,000 to $1,000,000 and a year or more to non-profit housing projects, reducing affordability and slowing delivery.
  • Staff also directed to report on allowing additional height and density for social housing in other zones (RS, RT, RM, mixed commercial-residential) as part of Vancouver Plan implementation.
  • Staff to review Tenant Relocation and Protection Policy for non-market housing and engage with the community housing sector on the definition of social housing.
  • An amendment by Councillor Klassen added feasibility framing, questions about impacts on existing planning work, utilities capacity, tree canopy, land speculation risks, and fit with the Vancouver Plan; carried over opposition from Councillors Boyle, Carr, and Fry.
