Body-Worn Cameras VPD Implementation

Summary

• Council formally supported implementing a body-worn camera program for all front-line and patrol VPD officers by 2025.
• Mayor directed to write to the Vancouver Police Board, Vancouver Police Union, BC Minister of Public Safety, and other stakeholders indicating Council's support.
• Staff directed to work with VPD to identify full implementation and ongoing costs, as well as funding options, and report back in early 2024.
• Motion noted research showing BWC reduces both public complaints against officers and police use of force, while acknowledging privacy implications and significant ongoing costs (equipment, data storage, disclosure).
• Carried with Councillors Boyle, Carr, and Fry opposed.
