Summary

• Directed staff to report back by end of Q1 2023 with a plan to implement fixed-rate (rather than individually negotiated) Community Amenity Contributions for low- and medium-rise rezoning applications city-wide.
• Current negotiated CAC process is cited as lengthy and creating cost uncertainty for housing providers; fixed rates used in some areas have proven more efficient.
• Staff already reviewing CAC targets for market alignment; any rate changes to come to Council in early-to-mid 2023.
