Road Safety Signals and Active Transport Amendment
Motion 8 · Council Meeting, July 16, 2026
Summary
- Proposed increasing funding for traffic signals, traffic calming, and active transportation infrastructure, with a mid-term review of the active transport funding envelope.
- Mover noted the plan funds only 16 new signals over four years, which would not address all locations with fatality history or the existing signal queue; previous plan included supplemental signal funding through development.
- Cited ICBC data projecting approximately 72 road deaths and 30,000 injuries in Vancouver over the next capital plan period.
- Opponents noted the plan already triples road and sidewalk funding to over $100 million, and that adding $15 million requires cutting elsewhere.

Do I need a seconder, please? Okay, go ahead.
So this capital plan has a tripling of funding for improvements to roads and sidewalks as well as reconstruction of neighbourhood transportation networks, major maintenance. as well as a significant amount of funding for things like traffic signals and street lighting. It is a significant investment on behalf of the city, over $100 million in this capital plan. So this extra $15 million needs to come from somewhere, and I think we're tripling our investments, so we're being responsible to attend to these items, which I'm fully supportive of, but I can't support this amendment. Thanks.
