Adopt Minutes – Mayor's Budget Task Force Committee July 6 2026

Summary

• Council received the Final Report of the Mayor's Budget Task Force Implementation Oversight Committee, documenting progress on all 17 recommendations from the 2024 Mayor's Budget Task Force Report.
• The committee, composed of Councillors Dominato, Meiszner, and Zhou, was established in April 2024 to oversee implementation of the Task Force's financial reform agenda.
• On the question of defining "core municipal services" (Recommendation 1), staff reviewed seven Canadian and one US city and found none have a formal definition; the Task Force opted not to pursue such a policy.
• Despite not adopting a formal core services policy, much of the due diligence and evaluation work envisioned in Recommendation 2 was implemented, including a redesigned capital planning process for the 2027–2030 Capital Plan with stronger focus on risks, alternatives, and long-term funding.
• In March 2026, Council approved an "Outstanding Council Motions Update" report — a first of its kind — directing staff to pause or postpone lower-priority work to better align resources with current priorities.
• The report is informational only; no vote or financial commitment was required by Council.
