Summary

- Because the Trout Lake view cone policy is currently under active review, staff recommend referring the application back to staff to allow for reconsideration once that policy work is complete.
- The site is within Tier 2 of the Commercial-Broadway Station TOA, though Council-approved changes to the Grandview-Woodland Community Plan extended Tier 1 heights and densities to this location, supporting higher-density transit-oriented development in principle.
