CD-1 Amendment East Fraser Lands Area 2 South Parcel 11
Motion 35 · Council Meeting, July 14, 2026
Summary
- The application proposes to amend the CD-1 (499) East Fraser Lands Area 2 South By-law to increase the allowable height for Parcel 11 at 3202-3270 Riverwalk Avenue (in the River District) from 12 storeys (37.5 m) to 15 storeys (48 m); overall permitted density is unchanged.
- The height increase is driven by challenging site conditions — a high groundwater table near the Fraser River makes deep underground excavation for parking increasingly costly and technically difficult as development density grows in the area.
- By relocating a portion of required parking from underground levels to lower above-grade floors within the building, the proposal avoids deep excavation while maintaining the same total number of parking spaces; parking will be screened from streets and public plazas by wrapping it with commercial or residential uses to preserve active, walkable frontages.
- The East Fraser Lands Official Development Plan already anticipates a residential tower of up to 15 storeys on this parcel in a courtyard form with varied building heights, making the proposal consistent with the ODP's vision for terraced buildings framing garden spaces that open onto the riverfront.
- The applicant also submitted amendments for three other parcels (24, 25, and 28) in Area 2; those are still under staff review and will come to Council separately — Parcel 11 is being advanced first given its current active construction status.
- The General Manager of Planning, Urban Design and Sustainability recommends approval in principle subject to conditions, noting consistency with the East Fraser Lands ODP and the Vancouver Official Development Plan.
