Item 2 Extend Meeting Past 10 pm

Motion 3 · Public Hearing, June 2, 2026

Carried Location 1745 West 8th Avenue Moved by Peter Meiszner, Lisa Dominato Watch recording

Summary

  • Provincial legislation (Bill 16, Section 634 of the Vancouver Charter) requires Vancouver to update its Zoning and Development By-law to comply with new rules for density bonus provisions by June 30, 2026.
  • The proposed amendments would remove existing non-compliant density bonus provisions and heritage amenity share provisions, and replace select density bonuses with inclusionary zoning requirements in both the Zoning and Development By-law and the Downtown Official Development Plan (DODP).
  • For the Downtown area, specific sub-areas (L1, L2, M, C2) would shift from density bonus to inclusionary zoning requirements, and hotels in designated sub-areas would receive up to a 20% floor area exclusion for guest and event amenity spaces to encourage new hotel development.
  • Staff recommend that the zoning by-law amendments and the DODP amendment be heard together at a Public Hearing, even though the zoning amendments alone would not legally require one.
  • A comprehensive review of Vancouver's broader inclusionary zoning approach is also proposed, with stakeholder consultation to follow.
  • This is the first phase of a larger Financing Growth Update; a second report covering Development Cost Levies, Amenity Cost Charges, and Community Amenity Contributions is expected at the July 28, 2026 Council meeting.

Okay, we can do this. Let's do this in two parts. Maybe that makes this a bit simpler for everybody. So, we've got a motion on the floor from Councillor Miser, seconded by Councillor Domenato to extend past 10 to complete.

Clerk 21:49:58

Speakers. And Councillor Klassen, do you have comments on that before we vote?

Just to clarify, based upon Councillor Meiser's comments, would this...

Clerk 21:50:10

council item be moved to the beginning of the standing committee agenda tomorrow can the clerk confirm that we are going to deal with that i was mentioning we're going to deal with that separately we're going to deal with extending for speakers and then we'll come back to that okay thanks very much thank you all right okay so i'm asking uh we're asking for a vote now let's vote counselor dominato i don't see you on the queue all right you are yes you are now okay go ahead counselor dominato

You know what, Chair, I'll come back on for the second portion of this vote. I'll get the clerks to have me back on for the second portion of the vote.

Clerk 21:50:42

Thank you. Okay, everybody, if you can just please vote on screen with respects to extending to complete speakers this evening. I'll take a vote. Is this in favor, please, clerks?

Okay, thank you. So, sorry? Councillor Orr, can you register your vote?

Okay, so that passes because it requires a two-thirds vote, which is six of eight councillors participating with councillors or Maloney in opposition. So we will extend tonight to complete the speakers. We will now deal with guidance from the clerks with respects to when the decision can be referred to. Thank you, Chair. So debate and decision could be referred to the council meeting following standing committee tomorrow, Wednesday, as unfinished business.

Okay. Can I please be added to the queue, Chair, for this item? Yep. Just one second, Councillor Dominello. Clerks are just adding you on. Yep, please go ahead.
