May 5–7, 2026

Sessions

Session 1 Tue, May 5, 2026 · 06:15 pm–10:01 pm Watch

  • Fast-Tracking Rental Housing and Small Hotels – New Mixed-Use Commercial District (Item 2, carried): Council approved rezoning approximately 2,400 properties currently zoned C-2, C-2B, C-2C, and C-2C1 into a new consolidated C-2A district. The change streamlines approvals for six-storey rental housing and small hotels (up to six storeys, roughly 80–150 rooms) on major commercial streets without requiring site-by-site rezonings. Eight-storey heights are permitted in Tier 3 and 5 transit-oriented areas to comply with provincial legislation, but at the same density as six-storey forms. Existing tenant protection and rental replacement rules continue to apply. Bylaw enactment scheduled for May 19.
  • Public hearing speakers on Item 2: A large majority of speakers opposed the proposal, primarily arguing it does not address housing affordability, lacks below-market rental requirements, fast-tracks hotel development at the expense of affordable homes, and reduces public input into neighbourhood change. Supporters argued the change creates gentle density that is already broadly permitted, simplifies redundant rules, and that small hotels can animate commercial streets and address a hotel supply shortage. Staff confirmed that requiring 20% below-market units in six-storey rental buildings is not financially viable at current densities.
  • CD-1 Rezoning 888-896 Cambie and 111-191 Smithe (Item 1, carried): A site-specific CD-1 rezoning at the Cambie and Smithe corner was approved. Presentations and public speakers were deferred to the reserve date of Thursday, May 7 at 3 p.m. due to time constraints; only the vote outcome was recorded at this meeting.

From official documents

  • Fast-Tracking Rental Housing and Small Hotels – New Mixed-Use Commercial District: Council approved a new C-2A zoning district, rezoning 2,348 commercial properties across Vancouver (currently zoned C-2, C-2B, C-2C, and C-2C1) to allow up to six storeys for rental housing and hotels by development permit, with up to eight storeys near transit. The change simplifies and consolidates existing rules. Supporters cited housing supply and hotel shortages; opponents raised concerns about neighbourhood character, affordability, displacement of small businesses and renters, and the removal of below-market housing requirements. Pete Fry abstained from the vote.
  • CD-1 Rezoning – 888-896 Cambie Street and 111-191 Smithe Street: Council approved in principle a rezoning to allow a 29-storey mixed-use building near BC Place, containing 165 rental units, 246 hotel rooms, and ground-floor commercial space. The heritage facade of the existing Stanley Brock Building at 888 Cambie Street will be designated as protected heritage property and retained. Public benefits include $10.8 million in development contributions, public art, and rental housing. The public hearing spanned two evenings (May 5 and May 7, 2026).

  • Consolidated four nearly identical older commercial zones (C-2, C-2B, C-2C, C-2C1) into a new C-2A district covering approximately 2,400 parcels.
  • Enables six-storey rental housing and small hotels by development permit, removing the need for site-by-site rezonings on 232 previously excluded sites.
  • Eight-storey heights added in Tier 3 and 5 transit-oriented areas to meet provincial legislation, but with no density increase, limiting developer uptake.
  • Requires minimum 0.35 FSR ground-floor non-residential use (retail, office) in all new mixed-use buildings; residential-only new builds no longer permitted.
  • Rental Housing Stock ODP extended to cover C-2A; tenant relocation and protection policies and one-for-one rental replacement rules continue to apply.
  • Opposition centred on lack of below-market affordability requirements, risk of displacement, reduced public input, and concern about bundling hotels with housing policy.
  • Councillor Fry abstained, citing uncertainty about pace of change and impacts on vibrant independent retail on streets like Kingsway and Fraser.
