Capital Plan Referral to Park Board

To the consulting with city's leadership and also legal, I'm going to rule this motion in order because of Vancouver ODP is a guiding principle and ODP has many equity elements and this motion does not violate ODP. And seeing that it's not a good governance, it's not right either. And also I want to say that city has all the authority to renew the existing facility.
