And the recommendation reads that the School District Number 39 Vancouver Capital By-law Number 2026-27 CPST 39-01 be given three readings passed and adopted at the April 29, 2026 public board meeting.
Okay. So unanimous support. This will go to the board with the recommendation from the facilities planning committee in support.
Next under the items for approval, we have item 1.2, 2026-2027 annual facilities grant spending plan. I'll ask Jesse Gressley-Jones to present this item again. Thank you.
Statement Watch
So this item will provide a summary of the capital response letter and next steps for both major and minor capital projects. The letter was received from the ministry dated March 27th, 2026. In terms of major capital projects, no major capital projects were moved forward from capital plan status to project definition report status in the response letter. Projects in development from previous years include the elementary school at Olympic Village, Henry Hudson Elementary Edition and Grenfell Elementary. And there's a brief summary of these projects included in the report. The minor capital program includes the school enhancement program the carbon neutral capital program playground equipment program and the food infrastructure program. Submissions are made annually in September with a response and an approval in the spring. Seven projects have been approved in the response letter and I will outline the projects on the following slides. So under SEP we have two projects that were approved. The first is the phase two of the Crosstown Elementary project. This work includes additional piping throughout the building, existing HRV heat exchange coil upgrades to higher capacity, and installing ceiling-mounted hybrid refrigerant chilled water cooling units. And this is the second phase of a project that is already underway and was approved in the previous year's capital response letter. The second SEP project is for Killarney Secondary, and it includes a fire alarm and unseater panel upgrade to the existing building, along with wiring and device replacements as needed on legacy and obsolete equipment to ensure the facility is fire... is fire safety for occupants. Two CNCP projects were approved, one at Cavell Elementary and a second at Charles Dickens Elementary. These both are for new heating and domestic hot water plant replacements of the legacy boilers with modern high efficiency boilers, pumps and controls that support substantial energy savings and improve HVAC reliability. Additionally, two food infrastructure projects were approved, one at Churchill and a second at Killarney. The Churchill project is a replacement of an upgrade of essential kitchen oven and steam tables to support safe, efficient and code compliant operations. And the project at Killarney is the replacement of an aging reaching unit with a new commercial grade walking cooler and to replace the rationale oven to ensure reliable, efficient and safe kitchen operations.
And finally, the playground enhancement upgrade will be taking place at Sexsmith Elementary, and this is to upgrade the playground to a universally accessible playground. Again, playgrounds follow an established process, engaging with the pack and the school to design and deliver this project.
