Amendment to Referral – Heights, Densities and Building Forms
Motion 12 · Council Meeting, March 10, 2026
Summary
- Amendment to the referral motion adding a requirement that staff and the applicant specifically revisit heights, densities, and building forms as part of the referral study.
- Moved because several councillors felt the referral language as written did not clearly signal council's concern about the scale of the proposal relative to the neighbourhood context and absence of rapid transit.

It might take a minute to arrive. But I'm supportive of the referral in principle because... As I mentioned, while I have concerns around the heights of densities proposed here and the, you know, minor amount of public benefit of this proposal, given it's over 900 units, I do not necessarily – I don't want to see nothing happen here is what I'm trying to say. This neighborhood – does need new housing, new rental housing. This neighborhood does need revitalization. But I maintain that I think that the proposal needs to offer much more public benefit for it to be approved by council, in my opinion. So that's my amendment to the amendment, and you should have that.
Thank you.
So we have a seconder. Councillor Orr. Yeah, thanks. I was also working on something I sent it in kind of at the exact same time. That's okay. It's a little differently worded. It just says instead of heights, densities, it said scale instead of heights, density, and building forms, and deeper affordability. So I was wondering if you'd be amendable to amending just to include deeper affordability here. Okay, so I'm not sure how that works. Yes.
That would be a third amendment cue.
It would be an amendment to the amendment to the amendment.
This is like back in like... How do we do that? Okay, so we have to vote on the amendment to the amendment first, and then we can... Councillor Domenato seconded the... amendment counselor my sister's amendment to the amendment so does that make sense we're gonna vote on the amendment to the amendment as is and then counselor or you can put in an amendment to that approved amendment okay okay seeing no one else in the queue for the amendment to the amendment we will bring it to a vote is go to the voting panel
Great. And that passes with Councillor Maloney in opposition.
So we will go back to the amendment queue and Councillor Orr. Yes, I just sent it through to add the words deeper affordability. I'm going to move you to the second amendment queue. Great. And that's seconded by Councillor Meiszner. Any discussion? Seeing no one in the queue. Is it up here yet?
