2023 Homelessness Services Grants

Summary
- Council is asked to approve $43,000 in Homelessness Services grants to 16 organizations for short-term events and projects that support people experiencing homelessness, raise awareness, and reduce stigma.
- A separate $20,000 pilot grant is proposed for the Dugout Drop-In Centre to fund a six-month referral program connecting DTES residents to other services and spaces, as the Dugout's capacity is exceeded by demand.
- An additional $500,000 remaining from the Empty Homes Tax Reserve is proposed to fund a 2024 Renter Services Grants program, extending support to non-profits helping Vancouver renters at risk of displacement.
- The Homelessness Services Grant Program has operated since 2009 and has consistently funded community-led initiatives engaging residents in homelessness awareness and solutions.
- The Renter Services Grants program has previously distributed $1.5 million between 2020 and 2022, and $750,000 was approved for 2023; the 2024 extension would use remaining unspent funds after the Renter Office closed May 31, 2023.
- Staff and the City Manager recommend approval of all recommendations; grants to non-registered charities require a two-thirds affirmative Council vote under the Vancouver Charter.
