Motions
Rezoning 2325-2377 West 49th Avenue
2325-2377 West 49th Avenue Carried Details
- Application by Intracorp Homes to rezone 2325–2377 West 49th Avenue in Kerrisdale from RS-5 (single-family residential) to RR-2B (residential rental), permitting a five-storey market rental apartment building up to 16.8 m tall with a floor space ratio of 2.40.
- The site covers four lots totalling approximately 3,688 sq. m along West 49th Avenue near Vine Street; four existing single-detached homes (built 1923–1985) would be replaced; two existing rental tenancies are eligible for relocation assistance under City policy.
- City planning staff recommended approval, finding the application consistent with the Secured Rental Policy and the Vancouver Plan; Development Cost Levies of approximately $3 million would be collected with no Community Amenity Contribution required.
- Supporters (245 pieces of correspondence, 16 in-person speakers) argued Vancouver faces a severe rental housing shortage, the location is well-served by transit and the Arbutus Greenway, and that Kerrisdale must contribute to city-wide housing solutions.
- Opponents (46 pieces of correspondence, 7 in-person speakers) raised concerns about traffic and pedestrian safety on a narrow, offset-intersection stretch of West 49th Avenue with a history of collisions; the scale and massing being out of character with surrounding single-family homes; strain on sewer and parking infrastructure; and inadequate public consultation when the Secured Rental Policy eligibility map was adopted during COVID.
- The specific building design will be subject to further public review through a future development permit process.
