Summary

  • The Provincial Health Services Authority, on behalf of BC Children's Hospital Foundation, is applying to rezone properties at Kaslo Street, Slocan Street, and East 21st Avenue from RS-1 (Residential) to CD-1 (Comprehensive Development) District.
  • The rezoning would allow building height to increase from 10.7 m (35 ft.) to 16.5 m (54 ft.) to accommodate a new three-storey BC Children's Hospital complex care transition facility for children and youth with complex healthcare needs.
  • The new facility would replace the former Sunny Hill Health Centre on the same 6.7-acre site, continuing a long history of children's healthcare on the property dating back to 1931; it will provide multidisciplinary care, health system navigation, and caregiver training.
  • The proposal also includes a 74-space childcare facility expected to be retained by the owner, and is supported by the Renfrew-Collingwood Community Vision.
  • The site is surrounded by detached houses to the east, south, and west, contains 124 trees including a mature grove, and is near Renfrew Community Centre, Beaconsfield Park, and Nootka Elementary School.
  • Staff from the General Manager of Planning, Urban Design and Sustainability recommend approval in principle, subject to conditions including compliance with green building, public art, urban forest, and community amenity contribution policies.
